That's the logical view within the current system. The more hard core view is that the UK Gov Pension should be a form of UBI and should be completely outside the tax system. And that should then be extended to all forms of benefit. PIP, Universal Credit and so on.

The UK Pension should be taxable. It should be treated like all your other sources of income and benefit when declaring tax. But. The Tax Free Allowance should be greater than the UK Pension. And/or, if your only income is the UK pension, then you should pay no income tax. It's absurd that you should have to declare income tax on the difference and for the gov to give with one hand and take with the other. And fine you if you fail to declare.
